Call To Order
Andy Goldman, Chairman, called the meeting to order at 4:34 p.m.

Meeting Minutes
The meeting minutes of February 19, 2008 were approved as amended.  Andy Goldman abstained from the vote.

Special Town Meeting (STM)
The three articles pertaining to Middle Line Road Community Housing Association were approved at the Special Town Meeting, March 3, 2008.  The committee is pleased to know the Town supports this project.

Community Preservation Committee (CPC)
Andy Goldman discussed the three CPC articles on the warrant for the Annual Town Meeting.  Two of the articles will seek Town approval to transfer Community Preservation Act (CPA) funds for the infrastructure of Middle Line Road Community Housing Program.  The third article will seek Town approval to participate in the Helm Loan Program.

Helm Loan Program
This financial program is managed by the Island Affordable Housing Fund (IAHF), and provides assistance to qualified affordable housing applicants by offering second mortgages for up to $25,000.  IAHF will match the Town's appropriation funds of $60,000, bringing the total available funds for Chilmark applicants to $120,000.  A special condition has been agreed upon between the Town of Chilmark and the IAHF, which would enable the Town to keep ownership of town-owned land.

The Island Housing Trust offers additional services such as building and managing of rental units.  This organization is a qualified candidate for the Middle Line Road Community Housing rental units.  

Martha's Vineyard Commission (MVC) Public Hearing on Middle Line Road Form C
Andy Goldman attended the MVC hearing on MLR Form C and provided the Committee with an overview.  At the hearing, Andy addressed the housing related questions.  The MVC continued their public hearing on MLR Form C to April 3, 2008, with the hopes that the results of the archeological study phase II will be available.



Middle Line Road Association
Andy Goldman discussed the MLR road association documents.  One road agreement will be within the Middle Line Road Community Housing Program, which all parties living within the subdivision will participate in.  The second road agreement will pertain to property owners with a dwelling that abut Middle Line Road from Tabor House Road up to the subdivision road.

Rental Conversion Program
The committee discussed ways to encourage property owners to participate in an affordable housing outreach.  Todd Christy will provide a draft letter to send out to property owners with four plus (4+) acres and/or to property owners with a guest house.    

Nabs Corner
Andy Goldman stated that the public hearing at the State House went well.


With no further business to discuss, Andy Goldman adjourned the meeting at 5:33 p.m.
